CITY OF JOSEPHINE – CITY COUNCIL

REGULAR MEETING

JUNE 14, 2010

 

Mayor Mike Holmes called the meeting to order at 7:03 pm.  Council members present: 

Larry Aaron, Angela Gay, Terry Wagner, Lynn Gilbreath and Arron Gilbreath.

 

Invocation:  Mike Holmes

 

General discussion – citizens

Discussion about oiling the roads.  The City is in the process of getting an estimate for grading and dust control oiling on the city streets.

 

Arron Gilbreath made a motion to approve the minutes from the May 10, 2010 regular meeting.  Seconded by Lynn Gilbreath.  All in favor, the motion carried.

Arron Gilbreath made a motion to approve the minutes from the May 14, 2010 canvass.  Seconded by Larry Aaron.  All in favor, the motion carried.

 

Report from the Water Department given by Kirk Peters.  For the month of May, there were:  1 water main repair, 1 line locate, 2 water meter turn ons, 3 water meter turn offs and 2 water meter leaks.  A new flush valve was installed on FM 6, 1 service on FM 6 was moved onto the 6 inch line and 1 service was moved on FM 6 from behind fence.  Removed temporary service line on FM 6. 

 

Report from the Street Department given by Kirk Peters.  A new stop sign was put at Jordan & N. Greenville, rock was put in the holes on Yeatts, cleaned up dirt at the corner of Maple and Yeatts, mowed and weed eated the sewer plant and pump station twice.  All of the gravel streets in town were scraped.  The Sebastian refurbish project is running late due to a paperwork error with Collin County and the Commissioner’s Court.  It should be getting started within the next few weeks.  Also, the park benches were set in concrete at the park.

 

Report from the Fire Department given by Chief Brooks.  For the month of May, there were:  15 fire runs, 14 medical calls, 3 motor vehicle accidents and 5 others.  28 calls were in the county and 9 calls were in the city.  The ISO rating preview will be done sometime in October and then the Fire Department and City will have 6 months to correct any issues.  After 6 months, the ISO rating will be issued. 

 

Report from the Police Department given by Daniel Jacobs.  For the month of May, there were:  30 citations issued and 92 calls for service.  1 call was out of the city limits. 

 

 

Arron Gilbreath made a motion to adopt Resolution No. 2010-06-14 as amended to update the Interlocal Cooperation Agreement with Collin County for road improvements and having a (5) five year payback plan for the work to be done on Sebastian.  Seconded by Angela Gay.  All in favor, the motion carried. 

 

Angela Gay made a motion to accept the contract with AT&T for antenna space on the water tower.  Seconded by Arron Gilbreath.  All in favor, the motion carried. 

 

Lynn Gilbreath made a motion to appoint Arron Gilbreath as the second public investment officer for the city and for the required 10 hour required training at NTCOG.  Seconded by Terry Wagner.  All in favor, the motion carried.

 

Chuck Johnson presented the Council with the budget vs. actual report.  As of May, the city is running very close to budget. 

 

Arron Gilbreath made a motion to adjourn at 7:45 pm.  Seconded by Terry Wagner.  All in favor, the motion carried.
